as "Special Master". The appeals court gave no reason for its decision other than agreeing with Microsoft. Furthermore, eleven states (California, Connecticut, Florida, Illinois, Iowa, Massachusetts, Minnesota, New York, South Carolina, Texas and Wisconsin--not Washington??) decided to jump into the fray.
