From the Dark Side--Massachusetts will Appeal M$ Antitrust Settlement

according to this Yahoo News article. West Virginia is considering appealing. All the other former non-settling states have proclaimed that they will focus on enforcement of the settlement with the additional measures added by US District Judge Colleen Kollar-Kotelly and will not appeal her decision.
