in an order issued by US District Judge Colleen Kollar-Kotelly on Friday, 2/1/02. The federal case and states' case had been consolidated for convenience by Judge Jackson as identical. However, they are now following separate tracks with the federal case having a proposed settlement and the states' case pursuing stronger penalties.
