according to this CNet article. Unfortunately, it would overturn more restrictive state legislation and it follows an opt-out policy for legal unrequested commercial email (UCE). It would, however, criminalize many deceptive practices and attempts at annonymity for UCE. It would also make sexually oriented material subject to notification restrictions to be developed by the Federal Trade Commission. Long in coming, hopefully the federal law when enacted will prove enforceable to the the extent that the vast majority of spam ceases.
