The EU Commission's draft decision has found Microsoft guilty of illegal monopolistic practices in Europe--surprise, surprise. However, it appears that the EU will have the guts to invoke commensurate penalties unlike the U.S. District Court. The fine up to $3 billion is the least of the possible penalties which include separating Windows Media Player from the Windows OS and making more details of its server applications available to competitors for a reasonable royalty.
